I've heard?

Is it true that Russia/Ukraine is racist? I may be visiting either area soon and I'm bi-racial (I look latina but I'm half black half white). I know Russian...maybe that'll help me get along with the people? I'm from the USA and don't encounter much racism bbut I've never traveled so far before.
