Question about contrast ratio with LCD computer monitors?

I am currently looking to buy a new LCD computer monitor and have a question. I see one monitor that says the contrast ration is DC 3000:1(1000:1). What does this mean? Is the contrast ratio 3000:1 or is it 1000:1 because it is a big difference.
