How is raising the Pipe Tobacco tax gonna generate any revenue when far less than 1 percent of the population?

It is nothing more than a punishment tax on the poor. The poor are far more often the users of tobacco. It is absolutely sickening to have the government tax morality. Tobacco use is not an illegal activity, why is it being punished?
