I was in a store and there was a toddler about 2 yelling loud....?

and misbehaving, the mother kept telling the child to stop but he wouldnt so she walked over to him and tapped him in the mouth....the toddler started to cry. Do you think that is abuse? Should I have reported it? I thought the child deserved a little correction he wasnt listening to the mom AT all.
